That's what I figured, needed confirmation on whether that min. level on Curse was correct as I've received some quests below what was sometimes listed up on there.

Yes I can confirm it, we had 2 44's in our group and a 45. The 45 could receive the first quests from the emissaries, and the 44s could not.

The quests from the emissaries can be completed solo, though the Gorgalok one messes up your faction (gives you -7k Gorg faction, ugh), and the Flordiel emissary is currently broken.
You can get the quest items off 2 dot mobs.
